Budget 2009

The changes to the ETCL for 2009 were:

The introduction of one new technology category and two new sub-technology areas;

  • Uninterruptible Power Supplies (UPS),
  • Air to Water Heat Pumps,
  • Close Control Air Conditioning Systems.

'Housekeeping' changes to the current eligibility criteria in the 7 following areas;

  • Burners with controls
  • Sequence controls
  • Heat Pumps: Air source split and multisplit (inc VRF)
  • Heat Pumps: Ground source brine to water
  • Heat Pumps: Water source split and multisplit (inc VRF)
  • Overhead Radiant Heaters
  • Refrigeration: Air Cooled Condensing Units
  • Packaged Chillers

There were also some minor changes to the eligibility criteria across other technology areas. These involved either updating standards and/or the evidence needed to be support an application.

Also announced as a 'housekeeping' change, was the removal of (A) air source: single duct and packaged double duct heat pumps, (B) ground source: brine to air heat pumps and (C) water source: packaged heat pumps category following market analysis that showed ECA support was no longer required.

The ETL was published on 14 July 2009 and came into effect on 4 August 2009.
